Political newcomer John Kartak appears to have won the race to become new Mayor of Snohomish

(EVERETT, WA.) -- It appears that challenger and political novice John Kartak has pulled off a squeaker of a win against incumbent Karen Guzak to become the new Mayor of Snohomish, as the city of 10,000 prepares to transition this month to a strong-mayor type of government.

In the updated vote count Wednesday afternoon from the county elections office Kartak had 50.99% of the votes (1,645 votes) to Guzak's 48.48% (1,564 votes).

Mr. Kartak was a driving force behind the movement to change the city's management to the strong-mayor type.

Nov. 28 is when new form of Snohomish city government kicks in

As a result of the voters' decision to approve Proposition 2 in the 2016 General Election, and after the winner of this week's Mayoral race is certified on Nov. 28, city government in Snohomish will switch over on that day from a council-manager form of government to what is commonly called a "strong mayor-council" form.

Among other things that means the new Mayor will replace the existing City Manager Larry Bauman (who will lose his job) to become the city's full fledged chief executive, administering to the day to day needs of the city's operation.

The new Mayor will have the option to hire a city administrator to assist him. Kartak will also have the authority to hire and fire all staff, negotiate labor contracts, manage the city's finances, propose budgets, etc.

Elsewhere around Puget Sound, Cassie Franklin has become the first woman ever to be elected as Everett's mayor. It was a close race between Franklin and Judy Tuohy but the new election results on Wednesday appear to put Franklin over the top.

The updated numbers from Wednesday afternoon showed Franklin with 44.67% of the vote to Tuohy's 43.53% in a race that saw just a 32.6% voter turnout.

The two Everett City Councilwomen had been battling it out to take over the gavel from Ray Stephanson who's hanging up his spurs after three terms as mayor.

In Monroe, incumbent Geoffrey Thomas easily fended off a challenge from Monroe City Council member Jim Kamp to be re-elected. The latest numbers show Thomas took almost 68% of the vote to Kamp's 32%.
