(INDEX, WA) -- If you want an event guaranteed to bring out the neighbors there are three fool proof ways to do it: announce you'll be building a prison or halfway house in the neighborhood or you'd like to put a hydro power generating dam, even a small one on a beautiful, wild river like the Skykomish that happens to be smack dab in the center of the hood.
In fact, a fairly beautiful hood in the foothills of the Cascade mountains that many locals feel a deep sense of ownership and pride in.
