Veteran Bellevue Police Officer facing assault, witness-tampering charges

(KING COUNTY, WA.) – A veteran Bellevue police officer is facing charges of witness tampering, misdemeanor assault and violating a court protection order for allegedly trying to coerce an ex-girlfriend into recanting allegations that he twice punched her in the face.

The Seattle Times reports that officer John Kivlin, who’s been with the Bellevue Police Department for 16 years, was charged this past week after an investigation into the alleged April assault.

Kivlin is in custody at the King County Jail in lieu of $250,000 bail, according to the report which says the 48-year old police officer was involved in a 7-month long extramarital affair with a 44-year-old Issaquah woman.

The affair reportedly began in September after the two met on Craigslist and during the affair Kivlin allegedly used used a law-enforcement database to run the woman’s name and license-plate number and over the course of their relationship, the two traded nearly 19,000 text messages; messages which started off as sexually graphic flirtations and over time, eventually ended with multiple attempts by the woman to break the affair off.

In early April, the woman reported being punched in the face by Kivlin two days in a row, with both incidents allegedly happening inside a vehicle, according to the newspaper report. She also told told investigators Kivlin displayed a gun and threatened to kill them both, according to charges in the case.

The woman filed a complaint with Bellevue police in late April, and Kivlin was placed on paid administrative leave. The woman also obtained a protective court order against Kivlin in May.

In July, Kivlin reportedly emailed and texted the woman repeatedly in violation of the court order, begging her to meet him and asking the woman to tell investigators she didn’t mean what she said about him punching her, and that was all a misunderstanding.
