Brown, 52, was executed for the 1991 rape, torture and murder of then 21-year old Holly Washa of Burien.
Brown died at 12:56 a.m. Seattle time after a four-member team injected a one-drug dose of lethal chemicals into him in the execution chamber of the Washington State Penitentiary.
The father, brother and two sisters of Holly Washa witnessed the execution.
Brown did not apologize to the family of Holly Washa but said he understood their hatred for him. He said he forgave that hatred, held no hard feelings toward them and hoped the execution would give them closure.
He also said the prison staff had been most professional and that he had no complaints about his treatment there in 17 years.
After his comments, Brown, who was already on his back strapped to a gurney, looked up at the tubes connected to his body.
When the drug was administered witnesses said Brown’s chest heaved three times, his lips moved in a shudder type movement and then Brown’s body showed no more movement.
Brown had been on death row for 16 years. His execution is Washington’s first since 2001.
The Washa family showed little emotion during the execution.
Brown confessed to the rape and murder of Washa during questioning by California authorities about an attack on a woman in that state.
He told police he was near Sea-Tac the airport in Seattle when he diverted Washa’s attention to a problem with her car's rear tire and when she opened her door, he carjacked her at knifepoint, then robbed, raped and tortured her for some 36 hours before killing her.
After confessing to California police Brown told authorities they could find Washa's body in the trunk of a car.
