(MONROE, WA) -- The bill arrived at a time when money is tight but it has to be paid. The Monroe City Council this week agreed to pay Lowe's Home Improvement Centers some $2.3 Million dollars for work the company has already completed at the 23-acre North Kelsey Village shopping center complex.
